简要规则描述：本次维修工程计划对游泳馆排水沟、地面、外墙砖砌墙、幕墙等进行维修，解决渗漏水问题；对室内功能用房地面、照明、隔断等进行拆除、重新安装，并增加新风系统，解决通风不良问题；将锈蚀的顶棚龙骨除锈刷漆，对损坏严重的顶板进行更新；将幕墙玻璃老化的胶缝铲除，重新密封；综合训练馆与游泳馆交界处的伸缩缝保温层铲除，重新粉刷，金属盖板重新密封；对游泳馆二层部分室外地面进行重新翻新等（具体数量及要求详见工程量清单和图纸）

Brief Specification Description: This maintenance project plans to repair the drainage ditch, ground, external wall brick wall, curtain wall, etc. of the swimming pool to solve the problem of water leakage; dismantle and reinstall the ground, lighting and partition of indoor functional rooms, and add fresh air system to solve the problem of poor ventilation; remove rust and paint the corroded ceiling keel, update the severely damaged roof; remove the aged glue joint of curtain wall glass and reseal it; The thermal insulation layer of the expansion joint at the junction between the comprehensive training hall and the swimming pool shall be removed, repainted, and the metal cover plate shall be resealed; part of the outdoor ground on the second floor of the swimming pool shall be renovated, etc.(see the bill of quantities and drawings for specific quantities and requirements)

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)

(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（4）具有建筑工程施工总承包资质三级及其以上资质。
（5）具有安全生产许可证（有效期内）。
（6）拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。

(c)Specific qualification requirements for this program: （3）The responsible person of the unit is the same person or different suppliers with direct holding and management relationship shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation or project management, supervision and testing services for procurement projects shall not participate in other procurement activities of the procurement project.
（4）With the construction project general contracting qualification level three and above qualification.
（5）Have safety production license (valid period).
（6）The person in charge of the proposed project shall have the qualification of registered constructor of Grade II or above in construction engineering specialty, have valid safety production assessment certificate, and have not served as the project leader of other construction projects under construction.
